Manitoba Liquor and Lotteries’ Corporate Procurement department is responsible for acquiring run-the-business goods and services, including: gambling equipment, construction, facility support, hospitality, marketing, information technology, and professional services.

Our framework
We operate under the principle that acquisitions should be fair, open, and transparent.
We think strategically, consolidating requirements across all units and establishing multi-year supply arrangements for common goods and services required regularly. Those required less frequently are obtained on an as-needed basis.
Wherever possible, acquisitions valued over $5,000 and under $25,000 for goods and $100,000 for services and construction are conducted competitively by issuing a formal Request for Quotation or Request for Proposals, or Request for Tender, by invitation to interested suppliers registered with us on this portal.
Acquisitions valued over $25,000 for goods and over $100,000 for services and construction are advertised publicly through the MERX electronic tendering service and the Winnipeg Construction Association, depending on the nature of the requirements.
When required, we will issue directed tenders or work with suppliers on an individual basis when requirements are considered confidential, proprietary, or if there is a need for compatibility or continuity with existing goods or services.
